Vice-President of PDVSA
Licenced on Statistics and Mathematics from the Universidad Central de Venezuela in 1983. Doctorate in Economic Sciences, Econometrics and Economic Mathematics from the University of Soborna, Paris in 1992; Master's on Energetic Economy from the French Institute of Petroleum in 1987.
He has taken several academic charges from 1993 to 1997 such as: Director of Master's Degrees on Economic Sciences and Political Economy; Coordinator and Professor of the postgraduate classes on Economics, Political Economy, Econometrics, and Math Economy at the Universidad Central de Venezuela.
From 1999 and 2001, he was the Minister of Finance, Executive Director of Venezuela, Governor of the Banco Interamericano de Desarrollo and Banco Interamericano do Fomento Regional (BIRF). He has been a member of the Board of Directors of Edelca, and Cadafe.
In March 2004, he was appointed Vice-President of PDVSA for the Finance Department.
