Vice-Minister of Hydrocarbons and Internal Director of PDVSA
Licensed on Chemistry, graduated at the Universidad Central de Venezuela in 1978. Master's on Geology (Geochemestry of Petroleum) at the University of Indiana in the United States.
From 1975 to1978, he was a professor at the Chemestry Department of the UCV.
From 1978 to 1981, he worked as geochemist of exploration at PDVSA Centro de Investigacion.
From 1981 to 1984, he was the asistant of investigation of the Geology Department of the Indiana University. Later, he was chief of the Geochemicals Lab in PDVSA Centro de Exploracion, leader of Hydrocarbons Exploration Projects at the same institution, and chief of the Inorganic Geochemestry Unit.
In 1993, he became the manager of the Anexo XIII, according to the agreement with the Minister of Energy and Mines of Venezuela and the Department of Energy of the United States.
In 1997 he took the charge of Manager of the Geochemical Section of the Centro de Exploracion PDVSA.
In the year 2000 he was appointed Director of the Oficina de Politicas y Planes del Viceministro de Hidrocarburos of the Ministry of Energy and Mines.
He has been Hydrocarboons Vice-Minister since 2003.
