He graduated from Universidad Catolica Andres Bello and received a Master's Degree in Economics Center for Latin American Studies, Georgetown University, and a Master's Degree in Law (LL.M) from the London School of Economics. He is a professor of the Graduate School at Universidad Catolica Andres Bello, Caracas, and has published several articles about Project Finance, Concessios and Government Financing. He has been a legal advisor of the Ministry of Finance, Ministry of Transportation, and Ministry of Defense in Venezuela.
He is fluent in both English and Spanish.
