Born Valencia, Venezuela, February 10, 1969.
Education: Universidad Católica Andrés Bello, Law Degree, Academic Distinction cum laude, 1991. Harvard University, Master of Laws, 1993; Fundayacucho Scholarship (Distinction: Recognition to Excellence). Universidad Central de Venezuela, Doctorate in Law, 1997 (thesis pending).
Professional Memberships: Member of the Bar Association of the Federal District.
Career: First Alternate Judge (1995-1999) and Special Judge (1996-1999) of the Second Superior Court for Civil Matters and Administrative Litigation of the Judicial Circumscription of the Capital Region. Associate Judge of the First National Court in Administrative Litigation (1999-2000). Professor of Introduction to Law, Graduate Tax Program, Universidad Metropolitana, since 2000. Professor of extension courses, Cendeco, Universidad Metropolitana, since 2000. Professor of Constitutional Law, Universidad José María Vargas, 2000-2001. Professor of Administrative Law, Universidad Central de Venezuela, since 2001. Professor of Constitutional Law, Universidad Católica Andrés Bello, since 2001.
