Ms. Cisneros obtained her degree in international studies from the Universidad Central de Venezuela in 1970, and completed a master’s in political science at Waterloo University in Canada in 1977. That same year, she also became a Harvard University fellow.
In 1989 she was named Vice Minister of Development and assumed the position of Minister of Development in 1990. During her tenure (1989 – 1992), Ms. Cisneros restructured the ministry, giving special emphasis to foreign investment, the elimination of price controls, trade reform and the approval of consumer protection, anti-monopoly and anti-dumping laws. As a member of the economic cabinet, she participated in the restructuring and privatization of state-owned enterprises.
Ms. Cisneros has also served as director of the Venezuelan Investment Fund and the Central Bank. She founded Conapri and Venezuela Competitiva, and is a Board Member of local and international companies and academic institutions.
