Job Posting, Citywide Executive Action Response Team: Director of Operations & Logistics

The Mayor's Office of Immigrant Affairs (MOIA) was established pursuant to the NYC Charter to promote the wellbeing of immigrant communities by recommending policies and programs that facilitate the successful integration of immigrant New Yorkers into the civic, economic, and cultural life of the City. In response to President Obama’s November 2014 executive action providing administrative relief to millions of undocumented immigrants nationwide, MOIA is undertaking a large-scale local response effort. To support New York City’s approximately 155,000 eligible immigrants in applying for this new federal immigration program, MOIA will coordinate a holistic, citywide response in collaboration with numerous relevant partners across public and private sectors. Broadly, the response will include a public education campaign, coordinated legal services delivery at 1-2 centralized application assistance centers and several satellite centers, mass outreach efforts in targeted communities, screenings for eligibility and referrals to legal services, and linkages to ancillary services (such as IDNYC, health insurance and social services). A skeletal model has been developed in collaboration with several stakeholders and partners, with details being developed concurrent with this posting.
Position Description
To further develop and implement a citywide response, MOIA is hiring a Director of Operations & Logistics to lead all aspects of our efforts in the short-term, with an immediate and long-term focus on providing operational and logistical expertise alongside project management. The Director of Operations will work alongside MOIA’s staff and many governmental and non-governmental partners to develop and execute comprehensive plans for a robust and integrated service delivery system. A main, immediate focus will be standing up the logistical, practical and strategic aspects of 1-2 application service centers, which will integrate fully with legal services, outreach, public education, screenings, satellite centers, community-based providers, and ancillary services. The Director of Operations & Logistics will work with MOIA staff, other City Agencies, legal and community service providers, funders and others. The Director of Operations will report to the Assistant Commissioner of the Mayor’s Office of Immigrant Affairs in the short term and, ultimately, to the Executive Director of the citywide response effort once that individual is hired. We anticipate building a larger team for this large-scale response effort and this position will work collaboratively within this team. Broadly, the Director of Operations & Logistics will:
 conduct extensive project management for this initiative, from conception to completion, developing clear deliverables based on stakeholder and expert input, revising as appropriate to meet changing needs
 provide analytical and technical assistance for planning, coordinating and implementing this initiative, particularly citywide screening events and service centers – working independently and with others to execute day-to-day operational aspects of the initiative
 identify resources needed and secure/manage partnerships to leverage internal and external resources
 liaise with internal and external partners to oversee and carry out activities, track progress and achieve deliverables
 resolve and/or escalate issues in a timely fashion.
 monitor progress and provide regular updates to internal and external stakeholders
Specifically, the Director of Operations & Logistics will drive the identification and execution of logistical solutions for two locations, such as:
 liaising with relevant City Agencies to ensure timely procurement of contracts with providers, as needed
 developing and operationalizing service delivery workflows in collaboration with large legal services providers (ex. Legal Aid, IJC, CUNY, NYLAG, Catholic Charities)
 fulfilling building and space requirements (furniture, security, signage, internet access, office equipment and supplies)
 fulfilling service delivery requirements (systems development to manage workflow, technology to address scheduling, case management, and client notifications, hardware)
 addressing case flow considerations (waiting areas, intake processes, file management and retention)
 coordinating staffing for the service centers (systems, orientations, training, scheduling)
 coordinating City Agencies and other external partners to set-up tables to distribute information about ancillary services
Preferred Skills:
 Proven record of initiating and managing complex, interdisciplinary projects involving multiple constituents
 Extensive experience mediating among groups with competing perspectives and trouble-shooting in a fast-paced environment
 Highly detail oriented and committed to rapid execution
 Strategic and flexible
 Project management experience, preferably in City government and/or immigrant or community based organization entities
 Excellent organizational and analytical skills
 Ability to communicate in a clear and concise manner, both verbally and in writing
 Highly professional demeanor
 Experience with multi-agency initiatives
 Ability to demonstrate fundamentals of effective strategies to establish realistic objectives, maintain momentum, and evaluate progress
 Ability to juggle multiple priorities
